This week completion numbers increased as buyers and sellers continue to push to ensure that they take advantage of the stamp duty reductions which are due to end in March. The Government is under increasing pressure to extend the deadline, which is scheduled to be debated in parliament on the 1st of February. Will it be extended? We think something will change and if it does it probably won't be announced until early March. In any event, we would recommend anyone looking to complete before the deadline that they assume the deadline date won't change.If you are aiming to complete before the 31st of March, please bear in my that conveyancers, mortgage lenders and district councils are under a great deal of pressure to meet this deadline. Following yesterday's announcement by the prime minister, England will move to a new national lockdown, estate and letting agents continue to work. House moves are permitted to go ahead.   The guidance states: "You can still move home. People outside your household or support bubble should not help with moving house unless absolutely necessary. Estate and letting agents and removals firms can continue to work. If you are looking to move, you can go to property viewings. This week Rightmove forecasted a 4% national average price growth in 2021. We expect quarter one to be a busy one as the stamp duty deadline approaches, with a logjam of properties currently changing hands. Many uncertainties remain in 2021 but based on this year, we expect buyer demand to remain healthy, and we will continue to need new instructions to satisfy this demand.Also, this week the Government announced that the Stamp Duty deadline will not be extended beyond the 31st March 2021. So far this month, we have seen an improving situation with a higher than expected level of sold STC properties proceeding to completion of contracts. Although activity across the board has quietened down in the lead up to Christmas although buyer activity remains strong, those buyers out looking are serious about buying and are looking to try and secure a new home this side of Christmas.   Mortgages lenders appear to be taking a more relaxed view of the housing market's future and one of the largest, Nationwide, has returned to 90% loan to value lending. The Halifax house price index revealed a staggering 7.3% annual increase in house prices, including a leap of 1.2% in November. GetAgent reported this week that transaction times across the country have increased on average by 12 days compared to last year. Unfortunately, they went on to say that the West Midlands has seen the longest delays with transactions now taking 17 days longer to complete than last year.Having reviewed our panel of conveyancing partners, we can confirm that locally the average transaction time is 80.25 days. So, if you want to buy or sell a property and beat the stamp duty deadline, statistically you need to have reached an agreement on or before the 10th January 2021!There will always be exceptions, but our advice is as follows. 1. Before you view any properties, speak to a Financial Adviser and obtain an Agreement in Principle.2. When you have found a new home, and your offer has been accepted, apply for your mortgage immediately and check that your preferred lender's turnaround times will work with your timescales.3. Instruct a solicitor/conveyancer within a matter of days and advise them that you want to take advantage of the stamp duty exemption.4. It was another strong buyer activity week. This week we registered 191 potential buyers, arranged 238 viewings and received 44 new offers. Property sales remain strong, but new instructions to the market have slowed. In part, this is probably due to the time of year. The level of seller enquiries also reduced when the Government announced the second lockdown. So what does this mean? We expect seller enquires to increase again in the New Year but with seller activity so strong if you want to sell now could be a great time to place your property on the market. Rightmove reported this week that National sales agreed are up 50% on October last year, and they now estimate’s 650,000 sales are currently going through the buying and selling process, 67% more than at the same time in 2019. They went on to say that in the West Midlands the average asking price currently is £243,507, which represents an annual increase of 7.3% over the last 12 months. From the point of instruction to agreeing a sale, the average time is 47 days which is the shortest period in the country.   This is all positive news, but the time between agreeing a sale and completing contracts is taking longer and longer. As estate agents, we are doing all we can to help our clients, but it is a very frustrating process at the moment.   If you want to take advantage of the current stamp duty exemption, we offer the following advice.   Before you view any properties, speak to a Financial Adviser and obtain an Agreement in Principle. After the lockdown announcement on Saturday, it was a slow start to the week while everyone worked out what they could and could not do. A statement from HM Treasury issued last week stated that completed transactions in September were 21.3% higher than August due to the Stamp Duty holiday. Locally we also see transaction levels increase month on month and there will probably be another increase when the October figures are released. Buyer demand is strong. Activity surrounding the local property market (we have arranged close to 100 new viewings every day this week!) continues to be buoyant despite all of the problems created by the Coronavirus. However, there is a bottleneck between agreeing to buy or sell a house and completion of contracts. Mortgage applications are taking longer to process, solicitors, are swamped at present and finding their workload increasing by the day. The local property market - October week 1   As mentioned in previous weeks, front end activity continues to be strong and once again, a good number of houses sales have been agreed this week.   Despite strong sales since the end of the lockdown period, the time taking for them to complete has increased. Post lockdown obtaining a mortgage offer can take a lot longer than expected. Lenders "service levels" and timescales can vary greatly. In some instances, a mortgage application won't even be looked at by the lender for twenty-seven working days. If the bank's underwriters decide that they need more information, this can add another one to two weeks before it is looked at again. Solicitors and conveyancers are also dealing with a high number of transactions. When you factor in that many employees are still working from home, this can also add time to transactions. Because of these factors, transaction time scales have increased from an average of four to five months, pre-lockdown to five to six months post lockdown.   If you want to take advantage of the current stamp duty exemption, we offer the following advice.   Before you view any properties, speak to a Financial Adviser and obtain an Agreement in Principle.
